BAPTIST
MISSIONARY IN
TROITSK FINED FOR PREACHING WITHOUT PERMIT
A
magistrate judge in
Troitsk (Cheliabinsk oblast) fined the leader of a local
religious group of the
"International Union of Churches of Evangelical
Christians-Baptists"
5,000 rubles. He had not informed the regional department of the
Ministry of
Justice of the Russian Federation about his preaching, the press
service of the
oblast prosecutor's office reports.
As was
determined
during a prosecutorial inspection, the missionary did not report
to the
authorized agency the start of the activity of a religious group
in Troitsk. An
administrative case was opened against him based on part 4 of
article 5.26 of
the Code of Administrative Violations of Law of the RF
(conducting missionary
activity in violation of the requirements of legislation on
freedom of
conscience and religious confession and on religious
associations). The
defendant was given the minimum fine [less than 70 U.S.
dollars—tr.] provided
by the sanctions of this part of the article of the

The
prosecutor's
office of the city of Troitsk, during an inspection, established
that the
leader of religious group professing the religious teaching of
the
"International Union of Churches of Evangelical
Christians-Baptists,"
while conducting missionary activity, violated the requirements
of the federal
law "On freedom of conscience and religious associations."
In
accordance with legislation,
a voluntary association of citizens, formed for the purposes of
joint
confession and dissemination of faith and conducting activity
without state
registration nor seeking the status of a legal entity, is a
religious group.
The leader (representative) of a religious group notifies in
written form the
agency, authorized to make a decision about state registration
of a religious
organization, about the start of activity of a religious group
and about the
place of conducting the religious group's activity.
In
violation of the
aforesaid requirements, the leader of this religious group did
not notify the
regional department of the Ministry of Justice of the Russian
Federation about
the start of activity, and because of this the prosecutor opened
a case about an
administrative violation of law, provided by part 4 of article
5.26 of the Code
of Administrative Violations of Law of the RF, against said
person.
By a
decision of a
magistrate judge, he was held administratively accountable in
the form of a
