OAA and Patmos Institute Make Submission to Universal Periodic Review of Cuba

MIAMI, FL – Outreach Aid to the Americas (OAA) and Patmos Institute have made a submission to the Universal Periodic Review (UPR) of Cuba ahead of the country’s fourth review in November 2023. The UPR is a mechanism of the UN Human Rights Council in which all member states have an opportunity to review the progress, or lack of it, that a state has made in its fulfillment of its human rights obligations. As part of the review, members of civil society such as OAA and Patmos Institute have the opportunity to submit their own reports detailing the human rights records of member states under review.

In the submission, OAA and Patmos Institute demonstrate the numerous ways in which Cuba has failed to meet international human rights standards with respect to the fundamental right to freedom of religion or belief. The submission considers numerous examples of violations of FoRB since the last review and makes recommendations in the following areas:

• Harassment and detention
• Restrictions on parental rights
• Confiscation of properties and assets
• Travel bans
• Forced exile

OAA President and CEO Dr. Teo Babun said: “We are pleased to be able to participate in this process as one of many stakeholders who want to see the Cuban government respect the human rights, including the freedom of religion or belief, of all its citizens. Unfortunately, the Cuban government has often been able to present to the international community a façade that conceals the reality on the island – one where people cannot exercise their fundamental human rights, even the sacred right to worship God and live according to one’s conscience, without risking being subjected to harassment, intimidation, and worse. We hope that the UPR process has a meaningful impact for the millions of Cubans who are denied their basic rights every day.”

Founder and General Coordinator of the Patmos Institute Pastor Mario Felix Lleonart Barroso said, “For the Patmos Institute it has been very important to participate in the Fourth Cycle of the 41st Session of the UN Human Rights Council on Cuba. Our first experience was in the previous cycle when we sent our first report, which complied with the rules required by Geneva and was accepted. On this occasion of the Fourth Cycle, we were honored to submit a report in coalition with our sister organization OAA and another one as an individual submitter. We hope that these efforts will succeed in placing the serious situation of the state of religious liberties in Cuba in its rightful place.”

La OAA y el Instituto Patmos Entregan Reporte para el Examen Periódico Universal de Cuba

MIAMI, FL – Outreach Aid to the Americas (OAA), o Alcance de Ayuda a las Américas en español, y el Instituto Patmos han entregado un informe al Examen Periódico Universal (EPU) de Cuba antes de la cuarta revisión del país en noviembre de 2023. El EPU es un mecanismo del Consejo de Derechos Humanos de la ONU en el que todos los Estados miembros tienen la oportunidad de examinar los progresos, o la falta de ellos, que un Estado ha realizado en el cumplimiento de sus obligaciones en materia de derechos humanos. Como parte de la revisión, miembros de la sociedad civil como la OAA y el Instituto Patmos tienen la oportunidad de presentar sus propios informes detallando el historial de derechos humanos de los Estados miembros bajo revisión.

En el informe, la OAA y el Instituto Patmos demuestran las numerosas formas en que Cuba ha incumplido las normas internacionales de derechos humanos con respecto al derecho fundamental a la libertad de religión o de creencias. El documento examina numerosos ejemplos de violaciones del derecho a la libertad de religión o de creencias desde el último examen y formula recomendaciones en los siguientes ámbitos:

• Acoso y detención
• Restricciones de la patria potestad
• Confiscación de propiedades y bienes
• Prohibición de viajar
• Exilio forzoso

El Presidente y Director General de OAA, el Dr. Teo Babun, declaró: “Nos complace poder participar en este proceso como una de las muchas partes interesadas que desean que el gobierno cubano respete los derechos humanos, incluida la libertad de religión o creencia, de todos sus ciudadanos. Desgraciadamente, el gobierno cubano a menudo ha sido capaz de presentar a la comunidad internacional una fachada que oculta la realidad de la isla, una realidad en la que las personas no pueden ejercer sus derechos humanos fundamentales, ni siquiera el sagrado derecho a rendir culto a Dios y vivir de acuerdo con su conciencia, sin correr el riesgo de ser objeto de acoso, intimidación y cosas peores. Esperamos que el proceso del EPU tenga un impacto significativo para los millones de cubanos a los que se les niegan sus derechos básicos cada día”.

El Fundador y Coordinador General del Instituto Patmos, Pastor Mario Felix Lleonart Barroso, declaró: “Para el Instituto Patmos ha sido muy importante participar en el Cuarto Ciclo del Periodo de Sesiones No. 41 del Consejo de Derechos Humanos de las Naciones Unidas sobre Cuba. Nuestra primera experiencia  fue en el Ciclo anterior cuando enviamos nuestro primer informe, el cual cumplió las reglas exigidas por Ginebra y fue aceptado. En esta ocasión del Cuarto Ciclo tuvimos el honor de enviar un Informe en coalición con nuestra organización hermana Outreach Aid to the Americas (OAA) y otro individual. Esperamos que tales esfuerzos consigan ubicar la grave situación del estado en que se encuentran las libertades religiosas en Cuba en su justo lugar”.
